  • During Mayor Tully’s two terms in office, the Village of Downers Grove has enjoyed:

      • Sound Fiscal Management:
        • Annual balanced budgets
        • AAA Bond rating, the highest financial rating from Standard & Poors
        • Numerous Distinguished Budget Presentation awards from the Government Finance Officers Association (GFOA)
      • Good Public Stewardship and Fiscal Responsibility:
        • Eight years running with no property tax increases for municipal operations
      • An Emphasis on Public Safety:
        • A Fire Department with an ISO Class 1 rating, placing it in top 1% of fire departments nationwide
        • A Police Department with a CALEA certification of “Excellent,” placing it in the top 1% of police departments nationwide
        • Nationally recognized Public Works Department leadership
      • Smaller Government Footprint:
        • Worked with DuPage County to eliminate the Fariview Fire Protection District, which was an unnecessary “paper” unit of government
        • Numerous other examples of cooperation, collaboration, and consolidation among public entities and public-private partnerships
        • Reduced the size of municipal government by almost 20% without undermining public safety or key services
      • Preservation of the Balance Between Tradition and Progress:
        • Vibrant economic development, bringing numerous employers, jobs, corporate headquarters, and new residential developments to the community
        • An unprecedented number of voluntarily landmarked historic homes and places
  • Mayor Tully was humbled to be recognized by his peers as the 2015 Recipient of the DuPage Mayors & Managers Conference “Governmental Leader of the Year Award”
